Strengthening the Energy Grid

New substation and upgraded power lines coming to downtown Portland

During 2018, we’ll be working along SW Naito Parkway and SW First Avenue

PGE is building new infrastructure to support Portland’s growth and continue to help the hub of our city thrive.

These improvements include replacing 60-year-old equipment by adding the new Marquam Substation and upgrading the underground power lines along SW Naito Parkway and SW First Avenue that serve Portland’s downtown and South Waterfront.

The new substation and power lines will:

  • make electric service even more reliable.
  • strengthen the downtown grid, making it more resilient.
  • replace old equipment with new, smarter technologies.

We’re working with the City of Portland and local businesses to minimize the disruption of this construction.

What to expect

Construction is likely to last through fall 2018. It will involve digging into streets and sidewalks. These will get restored as quickly as possible.

During construction, crews will be working block by block in the project area to help minimize disruption to traffic and local businesses.

Drivers should expect lane closures between one and two blocks long. The lane closures will begin on the south end of SW Naito and SW First, and then move northward as the construction progresses. There will be delays, so drivers may want to use alternative routes to and from downtown.

Cyclists should expect to slow down and adjust their routes as alternate bike lanes will be provided in the construction areas.

Pedestrians should expect sidewalk closures in the construction areas. This will begin on the south end, near I-405 and move north as construction progresses.

You can also expect:

  • Flaggers to direct traffic and provide alternate bike lanes as needed.
  • Some parking and loading restrictions near work areas for safety.
  • Noise, vibration and dust from construction.
  • Repairs following construction to improve road conditions.
  • Work will be paused during City of Portland construction moratoriums.

Construction schedule

Currently in construction or starting soon:

SOUTHBOUND NAITO PARKWAY

This work will pause for several weeks, then is scheduled to resume on Sept. 5 with lane closures between SW Market and SW Lincoln. These lane closures will be daytime only.

NORTHBOUND NAITO PARKWAY

We are currently working in two locations. The first is between between SW Lincoln and SW Market. This work is expected to continue until the end of October. These lane closures are expected to be 24 hours a day, 7 days a week. The work just south of SW Lincoln will continue to require a full lane closure until the end of July.

NORTHBOUND 1ST AVENUE

We are currently working on Northbound SW 1st Avenue between SW Lincoln and SW Market. This work is expected to continue until the end of October. These lane closures are expected to be 24 hours a day and 7 days a week.

SOUTHBOUND 1ST AVENUE

We are currently working on Southbound SW 1st Avenue between SW Jefferson and SW Market. This work is expected to continue until mid-August. These lane closures will be daytime only.

In all these locations, drivers, cyclists and pedestrians can expect the closure of one lane and possible sidewalk closures. Flaggers and traffic cones will be used to redirect traffic. Please plan extra time for your travels in these areas.
